DTCE (Devolution Trust for Community Empowerment) was a project started by the NRB (National Reconstruction Bureau) in 2002. The Automation and development of an IT enabled system was awarded to LMK Resources. The project broadly encapsulated a parallel identification of best practices for each function area and then automation of the same. A team of Analysts was deployed in the project to do a complete business analysis of the Organizations Operations, Identification of Functional areas like Financial System, Human Resource, Materials Management & other Administration areas and recommendation of best Practices for the same. A parallel consulting firm was also engaged in the project to endorse the newly recommended systems. Hence a complete turnkey End-to-End solution was provided. The technologies included a completed BPMS (Virtual Office), Core Messaging and Infrastructure, Geographic Information System (GIS). The product helped enhance the reporting part of the overall system by giving a one screen overview of the organizational operations (Citizen Community Boards) to the top management and authorities.
